Origin of Goods: New Instructions Issued by the General Department of Customs in August 2024 including guidance on changes to commodity codes due to the updated version of the Harmonized System (HS) and that the China Council for the Promotion of International Trade will issue certificates of origin (C/O) according to the new version.

Guidance on differences in commodity codes due to changes in the HS version 

The General Department of Customs has just issued Official Dispatch No. 3808/TCHQ-GSQL dated August 9, 2024, guiding the Customs Departments in provinces and cities on handling cases where the commodity code on the C/O issued by Japan is different from the commodity code declared on the import customs declaration. 

According to this guidance, if the commodity code on the C/O issued by Japan uses HS 2007 (or HS2012, HS2017), while the commodity code on the customs declaration uses HS 2022, the provincial and municipal Customs Departments can consider and accept the C/O if there is no other doubt about the validity of the C/O. 

If the difference in commodity codes does not fall into this case, the Customs Departments will follow the instructions in Circular No. 33/2023/TT-BTC dated May 31, 2023, of the Ministry of Finance on determining the origin of imported and exported goods and Official Dispatch 2011/TCHQ-GSQL dated May 9, 2024, of the General Department of Customs regarding the difference in commodity codes on certificates of origin of goods.

From September 1, 2024: China Council for the Promotion of International Trade will issue C/O according to the new version 

The General Administration of Customs has just issued Official Letter No. 3853/TCHQ-GSQL dated August 14, 2024, sent to Customs Departments in provinces and cities regarding the update of the system of the China Council for the Promotion of International Trade (CCPIT). 

According to information from the General Administration of Customs, based on the announcement of the competent authority issuing C/O in China, the CCPIT C/O issuance system will maintain the C/O reference number according to the old version of 16 digits.

The website to check the authenticity of C/O issued by CCPIT is: http://check.ecoccpit.net/.

From September 1, 2024, CCPIT will start applying the new version of the C/O issuance system, in which the C/O reference number will be adjusted to 17 digits. The authenticity of the new C/O will be verified on the website http://check.ecoccpit.net/ or via QR code as instructed.

During this transition period, the Customs authority will accept 16-digit and 17-digit C/O. 

These new guidelines will replace Official Letter No. 3336/TCHQ-GSQL dated July 9, 2024, of the General Department of Customs.
